Seems to be the identifier of the Follow activity.

But Sharkey thinks this is a user ID.

@silverpill A Sharkey user says that there is an instance administrator who has no problem following mitra users. But looking at the statement it's a bit ambiguous, it's not clear which version of the instance the mitra user he's following is using.
