govt document is such a weird thing for me. lets say we have such scenario:

- we filed a document
- they received it, then give back to us another document as a proof of receive

now these two scenarios: 

- one day you lost your proof of receive, you are on blame
- one day they lost your document, you are on blame, claiming that you lied, even if you have the proof of receive
