I remember the time Unicode had to implement flag emojis and were being like "We are NOT going to implement flags in Unicode because deciding what flags to put in and not can be quite controversial" so the consortium just gave us a bunch or letters and passed the choice of flag implementation down to the vendors and now there is a discrepancy of flag emojis depending on what device you are on but that discrepancy is fully intended by Unicode because in the end, that is a fault of humans in the end with conflicting ideals and cultures, not computer science itself (as a matter of fact, computer science here is doing its job perfectly).
