It depends on which country you’re in, but I think Vultr is a strong option since they have regions all over the world, are affordable, and are easy to use.
I used to run a WireGuard server on Vultr before. The latency was good, and even the smallest plan with an IPv4 address had decent vCPU performance, so the overall cost performance was pretty good.

I haven’t used it recently though, so I’m not sure how clean their IP reputation is nowadays.

one server is on a cheap local VPS for low latency, and another is hosted at home over IPv6 for my private network.
VPN providers are useful for easy country/IP rotation, but if you don’t need that, self-hosting works great.

for ads, I just use my own dnsmasq DNS server.

On the other hand, in cases like Cloudflare WARP, companies effectively cannot block Cloudflare IP addresses because many services rely on Cloudflare CDN. This means it can bypass those restrictions, and I think this is part of what Clownflare does.
