BBRを使うときはqdiscをfqにすることが推奨されてるのでnet.core.default_qdisc = fqと設定してたんだが, これだけではうまく反映されないみたい

ネットワークアダプタのqdiscがsysctlで設定したnet.core.default_qdiscの値になってくれなかったので, NetworkManagerのdispatcherを書いて接続時にセットするようにした
/etc/NetworkManager/dispatcher.dに置けばOK
